AN ACT authorizing the Berlin campus of the New Hampshire regional community-technical college system to upgrade and modernize its equipment and programs and authorizing manufacturing technology training in the town of Littleton, and making an appropriation therefor.

ANALYSIS

This bill authorizes the Berlin campus of the regional community-technical college system to upgrade and modernize the equipment and programs at the Berlin campus, and authorizes the Berlin campus to extend manufacturing technology training to the Littleton area learning center in the town of Littleton. The bill makes an appropriation of $100,000 for the fiscal year ending June 30, 2003 and a $100,000 appropriation for the fiscal year ending June 30, 2004 for the purposes of this act.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Two

AN ACT authorizing the Berlin campus of the New Hampshire regional community-technical college system to upgrade and modernize its equipment and programs and authorizing manufacturing technology training in the town of Littleton, and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 North Country Manufacturing Technology Center-Littleton; Berlin Campus Upgrades. The Berlin campus of the regional community-technical college system is hereby authorized to establish the North Country manufacturing technology program at the Littleton area learning center for the purpose of offering manufacturing technology training in the town of Littleton. The Berlin campus of the regional community-technical college system shall upgrade and modernize its manufacturing technology equipment, and programs.

2 Appropriation. The sum of $100,000 for the fiscal year ending June 30, 2003, and the sum of $100,000 for the fiscal year ending June 30, 2004, are hereby appropriated to the department of regional community-technical colleges for the purpose of upgrading and modernizing equipment and programs at the Berlin campus and to extend the delivery of manufacturing training to the Littleton area learning center. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2002.

SB 421-FN-A - FISCAL NOTE

AN ACT authorizing the Berlin campus of the New Hampshire regional community-technical college system to upgrade and modernize its equipment and programs and authorizing manufacturing technology training in the town of Littleton, and making an appropriation therefor.

FISCAL IMPACT:

The Department of Regional Community-Technical Colleges indicates this bill will increase state restricted revenue and expenditures by $55,757 in FY 2003 and increase state general fund expenditures by $100,000 in FY 2003 and FY 2004. There will be no fiscal impact on county and local revenue or expenditures.

This bill appropriates $100,000 in general funds in FY 2003 and $100,000 in FY 2004 to the Department of Regional Community-Technical Colleges for the purposes of the bill.

METHODOLOGY:

The Department anticipates receiving $55,197 in FY 2003 from local industry if this legislation is enacted. The funds will be used to pay for salary, benefits, travel and supplies in FY 2003. The Department states it will expend the $100,000 appropriated from state general funds in FY 2003 and FY 2004 to bring the program to a level comparable to industry training requirements as follows:
