STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand One
AN ACT requiring an audit of the department of education and making an appropriation therefor.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Performance Audit Required for the Department of Education.
I. In addition to any other performance audit requirements, the audit division of the legislative budget assistant shall complete a performance audit of all programs and personnel within the department of education. The department of education's performance audit and the resulting report shall be completed no later than February 1, 2003.
II. The legislative budget assistant shall submit the final report of the performance audit to both the joint legislative performance audit and oversight committee and to the fiscal committee of the general court, for transmission to the governor, the speaker of the house of representatives, and the president of the senate.
2 Appropriation. The sum of $1 is hereby appropriated to the legislative budget assistant for the fiscal year ending June 30, 2003, for the purposes of section 1 of this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect July 1, 2002.

AN ACT requiring an audit of the department of education and making an appropriation therefor.
FISCAL IMPACT:
The Office of Legislative Budget Assistant, Audit Division indicates this bill will increase state general fund expenditures by an indeterminable amount in FY 2003. There will be no fiscal impact on state, county and local revenue or county and local expenditures.
This bill appropriates $1 in general funds in FY 2003 to the Office of Legislative Budget Assistant for the purposes of this act.
METHODOLOGY:
The Office states it does not have sufficient staff resources to complete a full performance audit of all programs at the Department of Education. Without additional research and planning to determine the population and types of programs administered by the Department, the Office cannot estimate what additional staff resources would be necessary.
