STATE OF NEW HAMPSHIRE

AN ACT requiring a death record for an aborted fetus.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Death Record Required. Amend RSA 290:1-a to read as follows:

290:1-a Fetal Death Records. Whenever a fetal death shall occur, the attending physician shall fill out a fetal death record. This will be solely a statistical report. This section shall apply to aborted fetal deaths.

2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT requiring a death record for an aborted fetus.

FISCAL IMPACT:

The Department of Health and Human Services indicates this bill will increase state expenditures by $30,202 in FY 2000, by $19,006 in FY 2001 and FY 2002, by $19,425 in FY 2003 and by $22,719 in FY 2004. There will no fiscal impact on state, county, and local revenue or on county and local expenditures.

METHODOLOGY:

The Department assumes there would be 2,300 aborted fetal deaths annually. An additional 15 health care facilities would be added to the vital records database. The new facilities would require forms, software, and training and technical support which would be provided under contract. Two part-time positions, a Statistical Clerk III (1/2 FTE) and a Statistician II (1/4 FTE) would be needed for report collection, data analysis and compilation. Current expenses for postage, printing, computers and recycled office furniture would be needed to support the positions.
